2022-12-07 - Fix SD voltage reset on Pi4 R1.1 (DEFAULT/STABLE/BETA).

Fix issue where SD voltage was not reset by power cycling PMIC on reboot. See https://github.com/raspberrypi/firmware/issues/1763
