Promote the latest stable release of the bootloader, VLI EEPROMs
and recovery.bin to the default (critical update) release.

Garbage collect old bootloader releases
...
Now that 2020-04-16 has been released and appears to be stable move
the older binaries to and old (deprecated) directory. There's no
need to include old beta binaries in OS packages.

Make it easier for end users to pin the VL805 firmware to the old
version by just editing the .latest file in the critical directory.

Remove pieeprom-2019-05-10.bin release
...
This bootloader firmware is deprecated and should no longer be
included in the rpi-eeprom package. It's still available in the
Git history if anyone *really* wants this.

recovery: Make recovery.bin specific to the release status

Select the recovery.bin to use according to FIRMWARE_RELEASE_STATUS
in order to allow a beta test version of recovery.bin to be provided
without risking breaking the stable version of recovery.bin
